Assembly Bill A.3005/S.1052 Galef/Little introduced by Sandy Galef of the 90th Assembly District calls to establish an eleven member Blue Ribbon Commission to examine and make recommendations on specific areas of reforms for local government and school systems with the goal of reducing property taxes. The Commission will report its findings to the Governor and Legislature by December 1, 2007. It also will be responsible for including legislative proposals to reduce the burden of property taxes. Additionally, Little's circuit breaker bill would provide immediate relief to the low- and middle-income families most in need. Given the broad and bipartisan support the legislation has garnered, this is something the administration should take a closer look at prior to the 30-day amendments. Assembly Bill #A4746, introduced by Kevin Cahill of the 101st Assembly District, makes provisions for the state to assume all costs of basic quality education and for the elimination of real property taxes for the support of education; requires board of regents to establish a schedule of mandatory basic services and costs thereof; school districts shall submit an annual basic budget to the department of education for basic services; increases taxes on personal income and business; makes special provisions for reduction of tax in certain cities and for reduction in rent by tenants in such cities; provides for phased in methods of funding using a "Basic Quality Education" formula; repeals certain provisions of the tax law and real property tax relating thereto.

Senate Bill #S2070, introduced by Kenneth P. LaValle of the 1st Senate District, enacts "the education finance reform act"; permits the financing of public schools in New York State within the context of the following objectives: (1) the elimination of the real property tax to support public schools, (2) the retention of present levels of local control by school districts, and (3) the guarantee of quality and equality of educational opportunity for all children of the state; provides that the state shall assume all of the costs of basic quality education, including all general and special educational services which the commissioner, under guidelines established by the legislature shall define as necessary; provides that such costs shall be borne by increases in statewide business and individual income taxes in conjunction with the elimination of school real property taxes.
